The app is an Atlassian Forge app that runs entirely on Atlassian infrastructure, with no external servers and no data stored outside of Atlassian.
User and permission management is performed through
Atlassian's own admin API endpoint, api.atlassian.com. Currently this endpoint has to be declared as an external egress in the app
manifest. That declaration is the single remaining item preventing the app from carrying Atlassian's
highest security badge,
